乡村振兴之路怎么走？

2018年以来，农业大省山东在全国率先探索乡村振兴建设路径，统筹谋划政策体系，科学组织实施，不断发力改革包養網创新，深刻改变了农村面貌，持续加快小康社会建设。

三年来，山东注重强基固本，在坚定扛牢粮食安全包養網责任、促进三产融合发展以及加快农业现代化等方面发力，为乡村振兴奠定了雄厚的产业基础，其探索和实践为全国乡村振兴工作提供了可资借鉴的齐鲁样板。

陆海双建守紧安全底线

“2020年全省冬小麦种植面积增加80包養多万亩。”山东省农业专家顾问团成员刘同理说，经济下行压力大、种粮效益不包養網高、疫情叠加等背景下，小麦种植面积增加80多万亩难能可贵。这反映出山东乡村振兴战略注重打基础，全力保障粮食和重要农产品供给。

乡村振兴战略，粮食安全是底线。山东省农业农村厅副厅长包養褚瑞云说，山东出台严格耕地保护政策措施，深化“藏粮于地、藏粮于技”战略，累计建成高标准农田6113万亩。其中2019年全省建成高标准农田528.5万亩，超额完成国家下达山东省的499万亩年度建设任务，被国务院评为2019年落实重大政策措施真抓实干成效显著激励奖励省份。2020年全省粮食总产量达1089.4亿斤，比上年增加18亿斤，占全国增量的16%，连续7年超过1000亿斤包養網。

水利是农业的命脉，山东为了解决好水的问题，提出根治水患、防治干旱的总目标。“十三五”期间，完成水利建设投资超2000亿元，是“十二五”的1.68倍。包養经过整治提升，存在病险的水库水闸安全隐患基本消除，水库防洪、蓄水、灌溉等综合功能得到及时恢复。

山东农业强大，“海上粮仓”功不可没。过去由于部分地区过度捕捞和养殖，山东近海渔业资源面临枯竭，近海海域环境严重恶化。近几年，通过投放人工鱼礁、移植海藻及渔业苗种增殖放流等打造现代海包養網洋牧场措施的有效实施，山东沿海渔业资源和生物多样性逐步增加，有效遏制了近海海域“荒漠化”。

去年10月，全国首座坐底式海珍品养殖网箱“国鲍1号”在烟台南隍城岛海域投入使用。南隍城乡党委书记刘国明说，网箱长宽各36米、吃水21米，可放置37800个海珍品养殖笼，鲍鱼年产量最高达包養120吨，年纯收入1500万元，村集体和老百姓都受益。

借助约占全国1/6、3345公里的海岸线，山东打造生态渔业发展新模式。山东省海洋局局长张建东说，全省16万亩集中连片“贝、藻、参”立体生态循环养殖区让“一亩海变成三亩洋”。特别是建成了54个国家级海洋牧场示范区，占全国40%。荣成桑沟湾多营养层级养殖模式，成为世界绿色养殖样板。

三产融合打通产业痛点

包養網

经国家统计局确认，2020年山东成为全国首个农业总产值过万亿元省份，连续31年领跑全国。刘同理说，“这是山东推动三产融合延伸产业链条、构建以工促农增加农业投入、加快对外开放建设外向型农业的结果，万亿产值奠包養網定了乡村振兴牢固根基。”

乡村振兴关键是产业振兴。山东围绕破解农业链条短、农民增收难等问题，推动三产融合，延伸产业链条。位于安丘市的山东源清田食品有限公司是一家大蒜企业，高科技育苗、现代化种植、精细化加工、国内外贸易等全链条运作，仅一个黑蒜礼盒电商售价就达100多元，价值较以往翻了十几倍。

产业链延伸提升附加值，能大幅增加农民和企业收入。滨州工业园内，中裕食品有限公司的中央厨房加包養工好的主食、肉、菜等半成品，被冷链车送往中裕在滨城区直营的29家“中裕快餐”连锁店、承包的几十家单位食堂。新鲜出炉的面包、馒头等，被送到蛋糕店、主食店等包養。从小麦育种，到饭菜上桌，一粒小麦转化出了10大类、500多种产品，包養中裕打造了一条小麦产业链。

目前，山东省农民合作社发展到22万家，家庭农场8.2万多家，销售收入过500万元的农业龙头企业过万家，社会化服务组织20万多家，农业生产服务面积达1.46亿亩次，数量均居全国首位。

山东坚持用集群化、园区化理念发展现代农业，加快农业新旧动能转换。注重产业载体建设，打造了烟台苹果和寿光蔬菜2个千亿级国家优势特色产业集群，累计创建国家现代农业产业园8个、国家农业产业强镇59个。

山东构建以城带乡、以工促农新型城乡关系，通过工商资本推动产业振兴。山东多地打造的现代农业产业包養园、田园综合体等项目主要来自城市资本投入包養網，诸城市培育的31个田园综合体、50个千亩现代农业基地，非农资本投资超60%。

农业大省更注重对外开放。去年山东农产品贸易额包養網2440亿元，出口1257.4亿元，连续22年领跑全国。被称作“中国渔业第一县”的荣成市，万顷海洋已成“蓝色粮仓”，远洋船队扬帆万里，海上旅游风生水起，高端加工产销兴旺。山东鑫发控股有限公司是全国最大的金枪鱼生产基地，董事长王晓军说，他们从专注出口向内外两个市场“同线同标同质”转型。

破除“四唯”迈向现代农业

主要农作物良种覆盖包養率超过98%，良种对粮食增产贡献率达47%，济麦、山农、登海等品种多次刷新全国高产纪录……近年来，山东现代种业提升工程逐步破除“卡脖子”问题。山东省农包養科院研究员刘建军说，他们选育的“济麦44”替代进口超强筋小麦品种，解决了高产和优质难以兼具的矛盾。

寿光高端蔬菜种子靠科技创新包養打了“翻身包養仗”。寿光市农业农村局局长王立新说，为打破国外种子垄断局面，寿光通过内培本土种业企业、外引科研院所合作等措施，全力打造中国蔬菜种业硅谷，种子国产化率现已超80%。

为了让科技人员专心“把论文写在大地上”，山东省农科院等创新人才评价制度，出台破除“四唯”十条意见，突出重大科技成果和为农服务成效等评价指标，论文发表和授权专利一律不再奖励，鼓励科研人员围绕产业瓶颈搞研发，扎根基层生产做服务。

在山东，智慧农业、数字农业加快赋能乡村振兴，土地变包養網成绿色工厂，农民成为产业工人。春耕时节，在不少农田上空，一架架无人机盘旋，喷洒农药；农技员借助遍布农田和大棚的高清摄像头及传感器，远程“诊断”、线上“开方”。在寿光市，赵春江院士团队设计的智能玻璃包養温室，单体占地120亩，拥有120多项专利包養網，实现了整个基地生产管理的全流程云端托包養管和远程操控。

潍坊市副市长马清民说，潍坊推进互联网+现代农业，现代信息技术包養与农业生产、经营、管理、服务加快融合，建成智能化大棚3万多个，发展智慧农场、智慧牧场各100家。加快推进技术迭代升级，智慧大棚发展到第七代，亩均增产30%以上。

三年来，山东农业科技进步贡献率超过65%，综合机械化率达89%，成为全国唯一的出口食品农产品质量安全示范省，率先完成农村承包地确权登记颁证、农村集体产权制度改革整省试点等，诸项改革推动山东农业农村现代化阔步前进，为乡村振兴筑牢坚实基础。

新華社內羅畢6月25日電（記者嚴鈺景）2025中非農業科技與財產一起配合論壇24日在肯尼亞首都內羅畢舉辦，來自中非兩包養邊當包養網局部分、企業、年夜學、研討機構、國際組織的200包養余名代表包養網參會。

包養網非洲同盟食糧系統特使易卜拉欣·馬亞基表現，非洲年夜陸無望包養經由過包養程包養鑒戒中國在前瞻性政策、技巧與立異驅動下的農業轉型形包養網式獲益。在充足尊敬非洲生態體系與文明特別性的條件下，中國在農業古代化、村落復興和扶包養貧減貧範包養疇的勝利經，不是哭哭啼啼（受委包養屈），還是流淚鼻涕的淒慘模樣（沒飯吃的可憐包養難民），怎麼可能是有一個女人在傷心絕包養望的時候會哭歷可為非洲農業復興供給主要參考。

中國駐肯尼亞年 ，但有一種說法，火不能被紙遮住。她可以隱瞞一時，但不代表她可以隱瞞一輩子。只怕一旦出事，她的人生包養網就完蛋了。夜使郭海燕在致辭時表現，農業古代化是中非一起配合重點之一。2023年，中國發布《中國助力非洲農業古代化打算》，包養2024年中非一起配合論壇北京峰會宣布啟動“興農惠平易近伙包養網伴舉動”，重點支撐農業技巧一包養網起配合、包養農產物商業方便化、農業財產點頭，直接轉向席世勳，笑包養道：“世勳兄剛才好像沒有回答我的問題。”鏈進級、農業增值和國際一起配合，已獲得積極停頓包養網。

郭海燕說，中方宣布將落實對53個非包養網包養洲建交國實行100%稅目產物零關稅舉動，有利于肯尼亞等國更多農產物進進中國市場。接包養網待中非兩邊包養企業、研討機構等捉住機會，深化一起配合，聯袂推動非洲農業古代化，完包養成配合成長。

本次論壇由非洲綠色反動同盟、中國農業年夜學全球食品經濟與政策研討院、南南包養網一起配合金融中間、國際六畜研討所等結合舉行。
